Organization wage adjustments and salary stimulation issues has become the focus of human resource management. At present, it is the highlight issues for the administration of the education system reform to research ordinary secondary school teachers'salary stimulation so as to achieve a long-term inspiring mechanism. Secondary education is an important part of elementary education in the training of personnel. The development of it depends on the quality of teachers'work in secondary school. Therefore, it is crucial to encourage effectively secondary school teachers and enable them to maintain high enthusiasm for the development of China's basic education.Of the management based on human motivation can mobilize people's enthusiasm and potentials. So teachers'inspiring is regarded as one of effective ways to promote teachers and improve the quality of teachers. In the many factors of motivation, salary is the very important, most vulnerable and most effective stimulant ways.However, in the past quite a long time, secondary school teachers do not have high wages, the structure is irrational and the wages defaulted , all of which seriously affect secondary school teachers'enthusiasm, and cause their dissatisfactions of salary system .This effect the quality of elementary education greatly.This paper acting Hechuan region ordinary secondary school teachers as a study sample, basing on Western stimulation theory, salary theory and human capital theory, in conjunction with successful experience of other countries and regions'salary motivation system, through questionnaires and interviews analyzed and summarized the current situation and issues of secondary school teachers'salary stimulation. Based on it, the corresponding suggestion and ideas are put forward. The main conclusions:â‘ Ordinary secondary school teachers'salary level is not high. Teachers'salaries satisfaction is low, which is affected the teachers passion to a certain extent. This is the urgent problem to solve for the management department of the ordinary secondary school teachers'human resource.â‘¡The reasons why the salary of the teachers investigated in Hechuan are related with national system of wages to teachers and the level of local economic development.â‘¢The main problems on secondary school teachers'salary stimulation in Hechuan region are like these: low pay, low satisfaction, not perfect assessment system , a little premium , lack of proper encouragement and so on.â‘£To build a secondary school teachers'salary stimulation mechanisms needs the support of national policy, and schools'own salary management mechanism.The breakthrough of this paper was from the micro-management perspective to discuss the ordinary secondary school teachers'salary stimulation, and put forward the idea on how to build the inspiring system of secondary school teachers'salary. It expanded theoretical research of salary stimulation for human resources management and enriched theory and practice of salary management.What the main shortcoming is that because of the sensitivity of the salary issue, some inevitable subjective factors of the survey caused the troubles about the processing of investigation, so the result of data analysis was influenced.
