It is well accepted that education is of vital importance to the development of a nation,so is in China.The basic education in rural areas plays an increasingly important role in our country's social and economic development. And the key to strengthen the basic education in rural areas is to build a rational structure, high-quality teacher team. Under the premise of generral incrensing in income levels,the problem of income disparity between urban and rural teachers is particularly outstanding especially in the last few years,which has become one of the important factors which restricts China's socical economical sustainable development,realization of fairness, and ics on obstacle to building a hamonious society. Therefore,to reduce the salary difference between urban and rural teachers is extremely urgent.In this paper, literature research method was used to know the new developments of teachers'salary, and interview method was used to describe salary difference between rural and urban teachers. The research indicated that the salary difference mainly displays in regional differences, inter-school differences and positional differences. Causes to those differences are as follows. First, rural education was placed behind economic development; relative to urban education, rural schools were neglected in the financial, material, human investment. Second, unbalanced regional economic development caused disparity at all levels of the government financial revenue and resources gap between rural and urban schools. Third, the unreasonable educational system and the policies caused that investment in education system was not smooth, resource allocation system was not fair, teacher salary system was not flexible and the legal system was not comprehensive. Based on the present situation of salary difference between rural and urban teachers and the reason analysis, taking the distribution according to work theory as the guiding principle, according to the related salary assignment theory, some countermeasures were proposed to reduce the salary difference between urban and rural teachers, which included to reform salary policy of rural teachers, to straighten out educational investment system, to increase investment in rural areas and schools, to establish fair resource allocation system and to strengthen teachers' incentive compensation. Above all, what is most critical is to ensure that rural teachers' salaries are paid in time, including the achievements-related wages.
