The implement of the free education policy for the prospective teachers makes aims of education and employment direction more clearly. Generally speaking, they would teach in the primary and middle school in the places of student source after they graduated, facing the basic education and the rural primary and secondary education. However, the experimental schools of the policy are all the normal university directly under ministry of education, and the graduates' employment direction will be different from the past, the educational environment and object change which they will face in future. Therefore, the educational technology literacy of the rural primary and middle school teachers has the particularity, to apt to the change, every normal university directly under ministry should adjust the cultivation structure and content of the prospective teachers'educational technology literacy to meet the education's requirement in the future. This is help for the professional development of the rural primary and middle school teachers and promotes the process of educational informatization in the rural basic education.Based on the related research about prospective teachers' educational technology literacy in domestic and overseas, the China's actual condition and the implement situation of the teachers'education, the study regards the prospective teachers' educational technology literacy as the research object, adopts the questionnaire survey and interview research approaches and so on to investigate the educational technology literacy's requirement of the primary and middle school teachers and the prospective teachers. Through the statistic and comparison of the investigation results, the study obtains the basic component of the free prospective teachers'educational technology literacy:includes knowledge and skills, ability, innovation, awareness and attitude four modules. Meanwhile, the essay shapes the structure model about the free prospective teachers'educational technology literacy. Finally, combined with the problems which were found in the investigation, the essay proposes the cultivation strategies about the free prospective teachers' educational technology literacy. The aim of the study is to provide the reference and advice for the theory and practice research of the cultivation on the free prospective teachers' educational technology literacy in the normal universities through the survey research.
