Since 1980s, our country develops rapidly higher education. At the same time, problems like insufficient teaching conditions, nonstandard teaching management and inadequate promotion have great effects on quality and sustainable and healthy development of undergraduate education. In order to change this kind of situation, our country issued the teaching level evaluation policy of undergraduate education at the beginning of 21st century and implemented a periodic undergraduate teaching evaluation for five years. By 2008, the first round of undergraduate teaching evaluation had come to an end and there were 589 universities had been evaluated during this time.This paper focuses on the current undergraduate teaching evaluation in term of Educational Policy Studies and Educational Management. It analyzes theoretical research and practice of the current undergraduate teaching evaluation by means of combining theory and practice, and summarizes the achievement which obtained in the course of implementing policy, and points out the existing problem of the current policy. It also proposes thinking and suggestion in perfecting this system on this basis, in the hope of perfecting the undergraduate evaluation and further the role of undergraduate teaching evaluation. First of all, this paper will illustrate the background and meaning of undergraduate teaching evaluation, defines some basic conceptions and explains method to study, etc. Secondly, it sorts study both at home and abroad in the form of document survey, reflects research results about undergraduate teaching evaluation at present and the analysis of work and document about Chinese and foreign research results, and makes great efforts to explore the basic theories of undergraduate teaching evaluation policy. Thirdly, it focuses on the evaluation practice and reviews the history of higher education evaluation and undergraduate teaching evaluation of our country and points out the overall development trend. Fourthly, it briefly narrates the formulation and performance of current undergraduate teaching evaluation policy of our country, reviewing and analyzing briefly the background that the policy issues and decision-making process. It also summarizes this policy implementation and carries on in-depth analysis. Fifthly, it analyzes the current evaluation policy from different groups'perspectives, such as authorities, colleges and the public by collecting a large amount of materials, and summarizes the existing problems and causes in undergraduate teaching evaluation policy. Finally, this paper thinks over the countermeasure which perfects undergraduate teaching evaluation policy of our country. It tries to offer countermeasure and suggestion to the existing problems in our country's higher education evaluation on the basis of introspection. The method that this paper uses as follows:Documents Research and Comparative Research etc.
