Since21st Century, the influence of the education reform is gradually expanding, and thedegree of public attention on education reform is increasing day by day. People have realizedthe quality of teachers directly influence the development of China’s education and theeducation reform’s success or failure. As the symbol of construction of teachers’ team, teacherpolicy has controlled the trend and process of teacher professional development. With thecontinuous development of education, the construction of primary and secondary schoolteachers in our country is fruitful. But nationwide, primary and secondary school teachers stillfaces many problems, including low social status, low income, the uneven distribution ofteacher resources especially the big urban-rural gap. To some extent, it affected the jobsatisfaction of teachers and the stability of construction of primary and secondary schoolteacher’s team. It also hindered the quality and balanced development of China’s basiceducation.The policy of primary and secondary school teachers under country region is aimplementation of national primary and secondary school teachers management policy in thecounty. Establish this policy evaluation system is inevitable requirement of promoting thequality of primary and secondary school teachers in our country and the development of basiceducation under country region. It provides guarantee for the improvement of primary andsecondary school teachers’ professional level. Teacher policy evaluation is a basic way to testthe effect of teacher policy and also is an important basis for teachers to decide the direction ofpolicy in the future. Through the evaluation of primary and secondary school teacher policy, wecan more intuitively reflect the value of teacher policy and judge whether the policy guide theactivities of teachers’ professional development effectively, thereby to decide the sustainability,development, adjustment and finality of a policy, and provide the reference for the optimizationof teacher policy.In this thesis, author defines the core concepts and analysis the number and content ofprimary and secondary school teacher policy text promulgated by related national departmentsince the reform and opening up. With the guidance of the content of teacher policy, we can see that the construction of primary and secondary school teacher’s team in our country is going tothe elaboration, specialization and standardization. It provides the theoretical basis for teacherpolicy evaluation. In the aspect of the construction of primary and secondary school teacherpolicy evaluation under county region, this thesis discussed in three aspects from the evaluationtype and subject, the evaluation index system construction and the choice of the mode.Firstly, this thesis analyzes the types and the main assessment of teacher policy for middleand primary school. To construct the subject’s diversification of primary and secondary schoolteacher policy evaluation under county region, it states that evaluation subject shouldemphasizes the effective participation of policy makers and participants, the extensiveparticipation of target groups, the development of third-party evaluation.Secondly, based on the reviews of the assessment of western policy mode, this thesisanalyzes several basic assessment model of teacher policy, combining the characteristics andthe choice of standard in this policy evaluation mode, choice participatory evaluation mode,ensure democracy and fair of the assessment of primary and secondary schools under countryregion.Thirdly, on the basis of a comprehensive, systematic principle, this thesis analyzes varioustypes of teacher policy and teacher professional development related to the basic factors andpick up key index extraction from teacher policy, set up the first draft of policy index system ofprimary and secondary school teachers under country region, and through empirical researchmethod of questionnaire to screening, sorting and calculate the weight coefficient of each index.Fourthly, this thesis discusses the safeguard mechanism of policy evaluation system ofcounty primary and secondary school teachers from the following four aspects: raising theawareness of importance to the policy evaluation; establishing the sound informationtechnology platform of the policy evaluation; strengthening the institutional construction of thepolicy evaluation; improving personnel quality of evaluators.In the end, this thesis briefly reviews the content of this study and analyzes the deficienciesand regret, to provide ideas and reference for the further study.
