A Study On The Statistics Law Enforcement Problems And Countermeasures In China

With the development of opening-up policy and the socialist market economy inChina, especially after China's entering into the WTO, it has become an urgent task toestablish an excellent legal environment to maintain and stabilize social order.Statistics Law has been promulgated and implemented for more than 20 years. Duringthis period, China's Statistics Law developed by leaps and bounds and achievedgratifying achievements in both scale and effects. A new pattern of ruling by law hasbeen gradually formed. This law has effectively protected the accuracy and timelinessof statistics information, maintain legitimate rights and interests for survey targets andpromote the healthy development of statistics career. Through the study of a large number of references, this essay analyses thestrengthen of statistics law enforcement promotion in our country, the strengthen ofstatistics law enforcement and the gradually consolidated status of statisticsfundamental work; it also concludes the present features of statistics law enforcementbased on its actual work. It points out that the issues such as weakness of legal sense,interference by the executive branch during enforcement, arbitrariness of lawenforcement, and lack of law enforcement personnel during statistics law enforcement.Combined with the actual work of statistics law enforcement, this essay analyses thecauses of the problems and proposes effective methods to strengthen statistics lawenforcement in China. Mainly, we could improve the statistics management system,improve the statistics management mechanism, improve the quality of statistics lawenforcement personnel, intensify the punishment of statistics law violation, activelycarry out statistics inspection and increase the intensity of promotion.
