Network Instruction is a new kind of instruction, which helps accomplish the interactive activities normally in class between teachers and students separately in different places around the world, and realizes students' individual learning by multimedia and network technology. Web-based CAI is the combination of MCAI and web technology. It is the main form of MCAI and the foundation of future teaching resources development.This paper studies deeply in the development of modern network instruction, and provides a new model of web-based CAI issue system, as well as principles, formula and dynamic programming methods of the model. The system consists of two parts: a teaching management sub-system for teachers and a long-distance teaching sub-system for students. In the teaching management sub-system, specialists and teachers convert knowledge into hierarchical metadata, then make and issue courseware by using a courseware-writing tool. In the long-distance teaching sub-system, students choose a courseware to learn. Once they do the test, the system would calculate and record their individual learning models. In this paper, a archetype of BUCT-CWIS system -- The Courseware Issue System of Beijing University of Chemical Technology -- has been designed and built to realize the model mentioned above.The archetype of BUCT-CWIS system uses UML to represent the object-oriented analysis and design. Based on Java and XML, the archetype adopts multi-layer architecture and makes the communication possible between client and server through the tunnel of HTTP protocol. It contains a teaching management system with Java GUI, including knowledge point extracting and management, courseware editing and issue, test question inputting and management. It also provides a long-distance learning system based on browser, and realizes interactive and individual instruction by adopting a scientific evaluating model and global dynamic programming. The archetype defines a series of courseware representing methods and gives a project of automatic generation and easy issue. It resolves problems of traditional network teaching system such as methods of courseware-creating, definition of courseware formats, individualization of long-distance teaching and preservation and accumulation of teaching resources, and so on.
