It is certain that the intension of resource requirement followed by the constant developing, which is influencing the development of capital, especially the relative shortage of the water resource. As to this, Beijing Municipal Government pays much attention to, and urges Beijing Bureau of Geology & Minerals to launch the groundwater zoning investigation of ten districts (county) in Beijing (take development project as the focal point). This research sets up relevant information systems on the basis of fully investigating the field. So that the local government can carry out the System of the license that fetch water and water resource management rule and comprehensive planning service.This project " Information system of zoning groundwater resources " provided a strong platform for the application of Web GIS in groundwater management. It can help professional of managing the groundwater to accomplish the development of Web GIS. This paper describes the design and development of this platform, its main research content are as follows: 1. Analysis the features of groundwater spatial information and the special requirement of groundwater management.The two key elements of the feature of groundwater spatial information are classification and graduation. The classification is mainly about the classifying different kinds of groundwater. Perfecting the classifying and coding system. The graduation is mainly about the managing the different scales information of groundwater; drawing the groundwater information data for different scales.By analyzing the demands of the user, administrator and developer, it can get the demands for the system of different level personnel. User's needs is to reflect the current situation and appraise of groundwater directly, vividly and accurately; The administrator's needs is to be simple and convenient and integrating, having computing capability of certain professional statistics; The developer develops the products which meet the basic demand of user and administrator.2 Design the overall framework of " information system of zoning groundwater resources "and the plan about how to divide the functional model,how to organize the data, how to optimize the performance of the optimization " Information system of zoning groundwater resources " is made up of three subsystems.
