With the globalization of the world economy and the rapid development of information technology, IT becomes the powerful weapon to innovate, upgrade, and improve the management level and the capability of competition. In China, enterprises take advantage of ERP to put the advanced idea of management into effect and achieve the optimization of the operation flow and innovation of management.The traditional solutions are not flexible, and are based on "point resolution". Developers have to do large amount of work and experience a long development period. This situation results in a mass of expensive "hard coded" single application which could not be well integrated and could not flexibly adapt to the changes in the business process. The next generation software will be based on services, and SO A was brought out. By assembling and extending services flexibly, SOA is able to respond rapidly to the changes in the market place. Web Services technology is the right way to implement SOA for its cross -platform, standardization features.With the background of CIMS project of Xi'an Railway Signal Factory, the paper outlined the general concept of ERP, analyzed the function of its subsystems and major modules. The thesis toke the example of the Order Management System to discuss the leading Web Services technology; introduced the concepts, features, architecture of Web Services; analyzed the XML and SOAP which are the key techniques to implement Web Services.Based on the theory of ERP and Web Service technology, on the platform of Microsoft .NET framework, utilizing the Web Services Enhancement (WSE) and Message Queuing technique and the experience of the actual development project of the author, the paper constructed the overall resolution schema of the Order Management System; designed the overall framework of the Order Management System and its implement model, and gave out part of the implement code as an example.
