Introduced into automatic control area, modern communication and computer remote control have brought big changes in control technique. Because of it, the equipment monitoring and control system have developed from the original direct single-computer mode into the remote mode, which is based on network. By means of remote monitoring and control, technicians can access the equipments on site through network instead of going to the spot where the equipments are. It is one of the crucial points to be solved for researchers in several fields, such as power, irrigation and telecom etc. Firstly, the thesis reviews the history of the remote monitoring and control, and gives a brief introduction of basic concepts, functions and importance on the monitoring and control system. At the same time, some remote control technologies are analyzed. The emphasis is on discussing the TCP/IP protocol, Winsock technology, ASP dynamic-state website theory and ActiveX technology. Secondly, on the background of computer network and remote control technology, based on the analysis of the remote monitoring and control methods for electromechanical equipment and general structures of this kind of systems, a remote monitoring and control system is established, which is based on a public service platform. A certain technology center or an equipment manufacture corporation is made use as the public service platform. There is the equipment remote monitoring and control center on the public service platform, which is regarded as the core section of the system. The system structure is in the combination mode between Client/Server and Browser/ Server. Remote users can visit the web server in the center via the explorers of long-distance terminals, and download the website for controlling the specific equipment. At the same time, by means of the ActiveX of the website, remote users can remotely monitor and control the equipment on site point-to-point in real time. At last, the thesis studies and develops the relative technologies and codes about the system realization, and takes torque rheometer for an example to illustrate the application test of the developed system. The results show that the system is feasible.
