With the continuous developing of the wireless technical, it drives extensive application in each realm of our social, and promotes the economic development. At the same time, as an important national resource, wireless shortwave must be managed effectively, only in that way, it can bring more economic benefit to us in future.The design roots in the part of network program in the national wireless shortwave monitoring network system project. Based on the project requirement mentioned by the national wireless management committee, and the frame of the software system in the project, I designed a network communication program based on modular approach, and it was used in the national wireless shortwave monitoring network system project.The thesis begins with introducing some technical points in the design process, including the concept of Object Oiiented Programming and the trait of the program, the network groupware-Indy under the program environment of Delphi 7, the multithreading technical and the concept of windows message. In the national wireless shortwave monitoring network system project, many tasks need to build up connection to transmit data between the mobile stations and the fixed stations, sometimes between the differentmobile stations. But the geography location of mobile stations is not fixed, so it is not the same as the local area network, we need to build up a wireless wide area network, and it must have the function of connecting different network, in this way, the mobile stations can complete the monitoring tasks. In the thesis, I introduce the frame of the Remote Access Server, the necessary hardware, the approach of configuring RAS server, and the design of the software.According to the project requirement mentioned by the national wireless management committee, the research group decides to design a network program, which is based on the modular approach, strong independence and easy to be extended. According to the different trait of the TCP and UDP, the command and system status parameter is transmitted with the TCP transport protocols, the monitoring data includes sound data and image data, is transmitted with the UDP transport protocols. The standard communication protocols and the command collection is the uniform format to realize the communication for each function unit. The national wireless shortwave monitoring network is an acentric network, so all of the stations are equal, rather than each one can act as the server and the client at the same time. In the course of program proceeding, according to different demands, different communicational thread is loaded to complete different tasks. So the design of the network is more independent and extended, it was used in the national wireless shortwave monitoring network system, and acquired a satisfied result.
