This study put private hospital as the research object, mainly through the public hospital survey combined with literature research in Shandong Province, using the method of questionnaire investigation, expert consulting method, and statistical research tools, starting from the point of health service supply, analysis of Shandong Province not problems and obstacles faced by public hospitals in the process of development, explore the development mode, in order to provide reference for the healthy development of the non public hospital.In the stage of theoretical research, this study through of principal- agent theory model, combined with the characteristics of medical and health services, analysis of non-public hospital development policy implications.In the empirical research stage, through the actual investigation in Shandong Province, part of the public hospitals and private hospitals, non public hospital of literature research and practical investigation, from the perspective of both doctors and patients, non public hospital personnel construction point of view, with the cognition angle of non-public hospitals analysis in non- public hospital in its construction are insufficient. Research shows that:1.The main obstacles of public hospital is lacking of talent echelon construction. Compared with public hospitals, the organization is less attractive to personnel.2.From the non public hospital personnel age, age education level is generally low, is also a big gap between the public hospital.3. From the analysis on the reasons of employee turnover in private hospitals that factors affecting their resignation include: income level, the continuing education opportunities, the future development of occupation.4. From the perspective of residents, private hospital is still relatively low to residents.At the same time, this study uses empirical research methods, through the actual visits to a representative of the relevant non-public hospitals 8, access to relevant information. Hospitals involved, obstetrics and Gynecology, orthopaedics and other non public hospital is quite common in start-up form, through to the relevant responsible person interview, understand the hospital operating conditions and existing problems. The results are as follows:1. From the point of view of the outer condition of the non-public hospitals, non public hospital admission system needs to be further standardized, with respect to the preferential tax policy in public hospitals, the tax burden is too heavy; in to practice policies under the guidance, policy implementation effect is not very ideal, did not play its due effect of the policy, also failed to ease the non public hospital talent disadvantage.2. From the point of view of the internal status of the non-public hospitals, part of the non public hospital development concept must be changed, profit mentality serious, its development model needs to be changed; non public hospital internal personnel lack of good professional training system, talent and discipline development power.Conclusion: non public hospitals should change their own development concept, strengthen the construction of medical quality and service level. The government should make clear the role of non-public hospitals in the field of health care, timely introduction of incentives, while providing policy support for non-public hospitals.
