Research On Citizen 's Effective Participation In Citizen' S Appeal

This article prepared from the perspective of enhancing the quality of citizens to study theeffectiveness of citizen participation. This is reflected in the effectiveness of citizenparticipation in maintaining the rights of individual citizens and achieve the purpose of publicinterest. In modern society, the rule of law, citizen participation is one of the effective ways toexpress the public interest, but also a way to realize their rights. And truly this purpose, thesubject of citizen participation requires that citizens have a good quality of citizens, while thebehavior to take legal manner. Among China’s socialist modernization, the overall quality ofcitizens will directly affect the country’s economic development and social progress, andtherefore the quality of civic education is very important.Group events as a special form of citizen participation, increasingly in recent years hasaroused concern. Occurrence of mass incidents for citizens to defend their interests expressed,but in its development, on the one hand by the clamor criminals, and then evolved into illegalacts that disrupt public order; the other hand, due to the lack of participants in the quality ofcitizens such as the understanding of the relevant laws and regulations and other relevantknowledge, leading to mass incidents often go to extremes and violence. Therefore, it isurgent civic qualities, social climate conducive to the formation of democracy, equality,culture, and promote China’s socialist modernization.The first part of this article, the article first defines the concepts: citizen participation, civicand moral objective qualities, group events, civic participation. The second part, with theperspective of mass incidents, which summed up the quality of the missing citizens. The thirdpart, the problems for civic participation, given proposals to enhance the quality of citizens:on the one hand, citizens should strengthen their scientific knowledge, communication skills,the bigger picture and other qualities; on the other hand, the government played a leading rolein the creation of civic quality education policy support and strengthen the positive publicityand media guide. Improve the quality of citizens to achieve effective citizen participation is asystematic process, requires the joint efforts of the whole society.
