Having experienced a long history of development, the welfare system of Saudi Arabianowadays become mature. The analysis of the welfare of Saudi Arabia will not only help us havea better understanding about the country but also be beneficial to the development of our ownwelfare system, and we can come up with a better solution if we deeply analyze the faultsexposed from its welfare system.In the first part, we will discuss reasons of why Saudi Arabia built welfare system by theanalysis of its cultural atmosphere, its political reality and the economic reason. If the system is aplant, then the cultural reason is its soil, the economic reason its nutrient, and political factor itsnecessary incentives. All these three factors are necessary and they are interactive during thewhole process. Since Saudi Arabia is a Islamic country and it is widely affected by religion, weput Islam as the fundamental factor for the built of the system. In the Islamic books, we can finda lot of rules that require Muslims to help others and we could also figure out that someinstitutions of Islam have a solid bound with the welfare system. With the development of theeconomy, especially the petroleum, the country has devoted numerous money to the welfare, andthe sufficient funding provides a solid foundation for the development of the welfare system.There is also something utilitarian expressed in the welfare of Saudi Arabia, and it is the ultimatereason of the government to keep the society safe and enduring, so we cannot neglect thatreason.In the second part, we will have a introduction of the welfare of Saudi Arabia according toits historical order, and we will separate three different parts to discuss this question. Aftercomparing of the facts relating to welfare from different periods we have a definite conclusionthat the economy of the country has a vast effect on the welfare.In the third part, we will evaluate the good and the bad effects of the welfare. Saudi Arabiahas made a great progress in the welfare affairs, and it is beneficial to its policy and the people’slivelihood. But the welfare of this country is not perfect, such as its utilitarian attitude, theinjustice on the welfare, and it is easily affected by its domestic economy. And as one of all theexamples of welfare systems, the country has not overcome the general difficulty of the relationbetween the welfare and the economy. As a mature system, there are many beneficial experiencefor us to learn, but we should think twice before we absorb all, for something exposed from itswelfare system are inappropriate, such as how to deal with the relationship between welfare andeconomy, and how to balance the benefits among different groups and so on.
