Ban Gu, Eastern Han dynasty historians, writers, who make up Hanshu for China’s first history presented in a series of biographies of the Han dynastic history. Ban Gu’s ideology is dominated by Confucian ideas, with legitimacy, but there are also heterogeneous, containing legalism and Taoism and other factors. Adoption of the relevant chapter in Hanshu, in particular focuses on one record and five biography, elaborates the ruled experiences that he had summed up, reflecting solid stance on people-oriented management concept of Confucianism and their attention to punishment and law governing. Although Ban Gu for Confucian scholars, but also understand that the role of legalist rule; Ban Gu had the heart of inherent sense of joining government,so how official the District Office, he also has its own thinking and exploration. From this we can see that Hanshu is not just a simple piece of histoiy books, but also a concept of a country developing governance and management planning by Ban Gu.
