New Democratic Culture And The Formation Of Contemporary Chinese Political Party System

The Party’s Report of the 18th National Congress clearly states:"Culture is the blood of the nation, and the spiritual home of the people." The development of politics is inseparable from cultural factors. The building of the New Democratic Culture has a profound influence on the formation of contemporary Chinese political party system. And at the same time, the consolidation and development of the political party system with Chinese characteristics is also tightly associated with the impact of cultural building. With a research and analysis on the party system from a cultural perspective, we will understand more deeply the underlying causes of the generation of the party system, and benefitting from the research, a theoretical guidance could be provided for the development of the party system with Chinese characteristics from an ideological point of view.In addition to economic, political and historical reasons, the culture also plays an important role in the formation of the party system. Culture and system make up an inseparable whole, concepts of culture often play a role of precursor for the institutional transformation. Contemporary Chinese party system formed in the New-Democratic Revolution, and was profoundly impacted by the new democratic culture. The final establishment of the dominant position of the new democratic culture provides a strong internal support for the formation of contemporary Chinese political party system.The main content of the paper consists of four parts:Chapter 1, outlines the new democratic culture to distinguish between the basic meaning of culture and the new democratic culture, and briefly discusses the social and historical conditions, the main features, the basic properties of the generation and development of the new democratic culture, laying the foundation for the following statements.Chapter 2, focuses on the internal relationships between culture and political system, and analyzes the relationships, with the help of historical material, between the several practices of China’s political party system in modern era and its political culture, clarifies that the capitalist political culture guiding China’s party politics and the Fascist party governance culture as an inherent support for KMT one-party dictatorship, are neither fit in China’s national conditions.Chapter 3, as the core part of this paper, this chapter describes the process of final establishment of the dominant position of the new democratic culture,and the internal links between the new democratic culture and the formation of contemporary Chinese political party system. This chapter also clarifies that the success of the "Three-Three" Institution under the guidance of the new democratic culture provides a theoretical guidance and practical foundation for the formation of contemporary Chinese party system.Chapter 4, from the perspectives of the national, scientific and public natures of the new democratic culture, makes some recommendations regarding the development and improvement of the party system with Chinese characteristics. That is to say, we have to build up a socialist culture with Chinese characteristics on the base of carrying on the excellent traditions and creating cultural innovations, and we have to adhere to such a socialist culture with Chinese characteristics as the guidance to perfect Chinese political party system.
