After counterrevolutionary coup of 12 th April 1927, Chiang Kai-shek’s coup,the Shanghai federation of trade unions which the Communist Party of China lead were dissolved。There was no leader in Shanghai various of trade unions。At the same time the Kuomintang changed the active labor policy during the period of Kuomintang-Communist cooperation, who try to strengthen the control of Shanghai trade unions by the party-government.During this period, there were seven trade unions representing the Intermediate forces. In the conversion of the Kuomintang and the Communist Party Competition and the international situation, the seven trade unions strengthened the contact with the local secret society in Shanghai, they attached the forces to enhance control of the unions. Under the banner of the anti-Japanese national salvation,they called for the national government to the establish the Shanghai Federation of trade unions"Shanghai federation of trade unions" was established in 1931, got legal status in 1934, who’s the preparatory stage can be traced back to 1929.it was established in support of the gang forces. It belonged to the organization of the national government of the municipal social Bureau, subordinate to various unions. Its establishment result from a compromise between the union power in the gang forces and the support of the KMT’s labor policies. It claimed for "labor capital cooperation", but it did not oppose a violent strike. Its job is to regulate the strikes, improve of workers’ lives and the quality of workers. Its achievements were remarkable.During the Anti-Japanese War, it led the Shanghai workers to make a great contribution, and influenced the Kuomintang’s labor policy; after the war of resistance against Japan, the Kuomintang in order to compete with the CPC’s control of the city’s trade unions, set up the Shanghai municipal workers’ welfare committee to limit the activities of the CPC. With the president Zhu Xuefan run away, it gradually become useless.Under the leadership of the national government, the "Shanghai Federation of trade unions" was the only legal union organization in Shanghai before the liberation of Shanghai from 1931 to 1949. Its existence had inextricably linked with local gang forces, who played an important role. The research on the rise and fall of the origin of the organization, from the spy in how the Shanghai gang forces play a role in Shanghai trade union organizations, how the Kuomintang and the Communist Party use gang forces to compete for the leadership of labor movement in Shanghai.
