Palta was a famous statesman of Western Mongolian (Oirad) modern history. He was the jasag jun wang of Old-Turguud banner in Xinjiang, also was a high official during late Qing dynasty and the Republic of China. In 1898, Palta succeeded his father’s position and title, became the zasag,7th jun wang of the Rigth Banner of the Old-Turguud Left Wing League in Xinjiang.In 1903, Palta went to Beijing for an audience with the king of Qing, since then, he became the resident of Beijing, at the time, he was one of the younger generation of Mongol aristocrats who lived in Beijing. In 1906, Palta was sent by the Qing government to Military school in Japan. In 1909, after his graduation, he was appointed by the Qing Government as the Proctor of Mongol class in the Offspring of Nobles Land Force School.His oversea educational experience made him an important person in Chinese Government. In 1912-1914, Palta was appointed by the Republican Chinese Government as the Senior Officer (长官) in Xinjiang Altai. During this time, he solved many political and economic problems of the area, made a great contribution to stabilize Altai while the area was full of chaos because of the political power transitions. In the meantime, he offosed the policies and measures of Tsarist Russia infiltration in Khobdo, also protested the attidude of the Khuree’s Government which aimed to unify Khobdo area.
