Traditional Chinese is a Chinese native, local culture is dominated social etiquette,rural etiquette is an important part of society, rural governance is the most basic governance, the most important part, the modernization of rural governance influence national governance systems and governance modernization capabilities. There are many influencing factors in rural governance process, such as economic factors, policy factors, clan affect quality of farmers and so on. Today, with the rapid rural development, various social contradictions and problems increasing, maintaining rural social capital of modern governance is growing, it is time to reflect on how to make the social management cost more effective and integrate the social resources.Whether Xiao Xian culture can be used as a flexible means of governance to deal with the problems of modern rural governance, and whether Xiao Xian culture could help build a modern cultural village governance to get out of trouble. This research is a feedback on the academic and social hot, issues,with which concern strong value and meaning of modernity.It is related to the consciousness of farmers, rural social order and orderly development in a harmonious society. It can deal with rural pension problem properly, increase farmers cultivate public spirit and provide the basis to modern development of rural governance.Based on Marxist Cultural Perspectives, throughing Xilin xi’s research, a village in Qufu,Shandong Province, using field survey methodology, questionnaire, interview Xiao Xian analysis to explore the relationship between culture’s building and modern rural governance. The study found that Xiao Xian culture is not only an important part of Chinese traditional culture,but also still plays an irreplaceable role in the modern village governance. Specifically in the :( a)Xiao Xian culture is good at helping the rural implementation of the "round raising mode", and saving the cost of social governance.(b) Xiao Xian culture itself as a social capital, recognition and active participation of farmers able to repair one-dimensional fracture propagation local culture, by enhancing farmers’ sense of responsibility and consciousness, so that the majority of farmers to participate in the modern village governance true all aspects of the process, training of farmers and enterprising public spirit, and further integration of social resources(c) The rural cultural rules in the social life is driven by Xiao Xian culture, nurturing a new generation of rural political, social and cultural forces, conducive to the establishment harmonious countryside moral community, maintain social order; improve the overall quality of the whole countryside through education, to improve the level and performance of modern rural governance.
