On Farmers' Participation In Rural Public Culture Construction

For a long time, compared with the achievement of rural economic construction and social construction, rural cultural construction has not attached deserved enough attention, especially the development of the rural public culture has not keep up with the economic and social development. When tracing to reasons, one important point is that farmers have not participate in the process of rural public culture construction. So as to the subjectivity of the farmers have not been fully developed, and farmer’s participation consciousness was weak, which cause the spiritual and cultural needs of farmers have not been met and rural public culture construction has been blocked. In consideration of the ideological and political education’s basic task is to improve the people’s political consciousness, and to develop and perfect the quality of educates,it is important to enhance famer’s culture quality, and then improve the enthusiasm of farmers’ participation in the rural public culture construction, which should be an important task in the current ideological and political education in the countryside.This thesis discussed the farmers’ participation in the rural public culture construction from four aspects. First of all, the author defines the basic connotation of the rural public culture construction and farmers’ participation, and clearly puts forward content and form of the farmer’s participation in of the rural public culture construction. Then the author discusses the importance of farmers’ participation in the rural public culture construction from three aspects. Those are improving the effectiveness of the rural public culture construction, making for increasing the effective supply of rural public cultural service, and meeting the demand of the farmers’ cultural life. At present, the farmers’ participation in the rural public culture construction is faced with many problems. The problems mainly are: the enthusiasm of participation is not high; the structure of farmer’s participation is imbalanced; the rural public cultural facilities is lacked and the rate of facility utilization is low; the channel of participation in public cultural construction was not unobstructed etc.. There are several reasons responsible for this phenomenon: the trouble from the rural public cultural activities itself, and the trouble from farmers and the government. To solve these problems, we should take some effective measures as enriching the content and form of rural public culture construction, making sure the farmers’ dominant role in the rural public culture construction, improving the mechanism of the farmers’ participation in the rural public culture construction system, which can strength the farmers’ participation in the rural public culture construction, so as to improve the efficiency and level of rural public culture construction. To solve these problems, we should take some effective measures as enriching the content and form of rural public culture construction, making sure the farmers’ dominant role inthe rural public culture construction, improving the mechanism of the farmers’ participation in the rural public culture construction system, which can strength the farmers’ participation in the rural public culture construction, so as to improve the efficiency and level of rural public culture construction.
