Yunnan was in a rough and changeable situation during the Republic of China. Xiong Guangqi joined the CCP in 1925, two years later, he dropped the party for the war. He lived through three times in his life:the late Qing Dynasty, the republic of China and the People’s Republic of China.In 1920s, he worked as a chief of the department section. During this time, he wrote the most meaningful book Provisional XianZhi Interpretations of Yunnan Province, which helped Tang Jiyao to realize the autonomy construction in Yunnan Province. This book complains the ideas of autonomy construction. It disclosed the atmosphere of federalism, and according to the facts and events in Yunnan Province, it made the right decisions. Because of this book, many members of autonomy construction have developed and the ideas of autonomy construction have spread widely. At the same time, Xiong Guangqi himself considered this idea seriously.In 1930s, he worked as the magistrate of Lancang County, he even worked harder with the local people and talked about the ideas with them most of his time, and finally he made it. And this book Two steps of development of Lancang and to consolidate southwest national defense plan has shown up. It solved the problems of national defense, and it supported many helpful frontier measures for the future.Xiong Guangqi successively worked for Lancang, Shiping, Binchuan, Jianshui, Jingdong and Lanping as a county magistrate. He had come and gone to these places for years, he tried his best to improve the people’s living condition. He was honest and upright, and he was as busy as a bee in his lifetime for the sake of the people, and he did the right things. Unfortunately, in 1948, Lanping was compromised. He was kicked off from the political circle because of the banditry. Again, he worked harder on Tripitaka instead of giving up his life. It’s worth studying.Xiong Guangqi was a nobody in such a Great Time. According to his experiences, this paper reflects the changing in the Big Time.He was dead with the heart filled with regret and anger. His miserable fate was the inevitable result in the tragedy of the times.
