Conventional weapons refer to the weapons of non-mass destruction. Nuclearweapons, chemical weapons and biological weapons are not conventional weapons.Conventional arms transfer refer to the international import and export trade ofconventional weapons, as well as contributions, donations, loans and leases. The mainways of the trade contain credit transactions, cash transactions and barter transactions.The arms transferred must be assigned to another country’s armed forces, paramilitaryforces or intelligence agencies. What’s more, the arms transferred must be used formilitary purposes. Conventional arms supplier and recipient parties transfer weaponsusually for the reasons of economic interests, national security, political systems,ideologies, foreign policy and other factors.Compared with nuclear and biological weapons, conventional arms transfer hasbeen lacking effective control for a long time. In the1990s, the United Nationsestablished the “Register of Conventional Arms” system, but the effectiveness of themechanism has been impaired by the non-traditional security threats. UN, CSCE,ECOWAS and other organizations developed a number of rules, the control ofconventional arms transfer, particularly, the proliferation of small arms and lightweapons, have caused extensively 《武器贸易条约》ention. And most of theconventional arms transfer control mechanisms have played substantial role. On theother hand, part of the existing mechanism can not fully play an effective role owingto the mechanism lacks strong constraints on the Member States and some superpowers are not under the control of the mechanism. In a word, the internationalcommunities still have a long way to go.April2013, the United Nations adopted the “Arms Trade Treaty”. As the firstglobal treaty which regulates the conventional arms trade, the treaty has expanded thescope of the conventional arms transfer control. And the international communitieshave moved forward a large step. In the future, the super powers, non-governmentalorganizations, regional organizations and other tissues continue their efforts to promote the control of the conventional arms transfer process.
