The contiguous zone is the special zone, which is contiguous to its territorial sea.And its legal status is special: it is in the desk of the high sea, but as the United NationConvention on the Law of the Sea passed, it may belong to the exclusive economiczone, when the coastal states have established the exclusive economic zone. However,the contiguous zone differs from the territorial sea, the high sea and the exclusiveeconomic zone. The coastal states enjoy different kinds of the control rights, in1982,the convention provides four types: customs, fiscal, immigration or sanitary,nonetheless they aren’t the total. It just means that they have reached agreements onthose. Take the security for example; there is no doubt that so many states add thesecurity to the matter of the control right. As for the control right, which is onlyintended to be the enforcement power, so it is different from the jurisdiction, and thatthe coastal states may only exercise the control necessary in the special aspects. Whilethe jurisdiction include the legislative power, the enforcement power, and the judicialpower. In detail, if the coastal states have good reason to believe that the ship hasviolated the laws and regulations, it can exercise the right of hot pursuit, in order toprotect its maritime rights and interests.
