Non-profit organizations (NPO) have experienced rapid rise and vigorousdevelopment since1960s. NPOs embrace particular strength in terms of integratingthe social resources, participating in social management and delivering public service,which play an important role in dealing with the common problems of socialdevelopment such as environment, population, poverty and education that have to beencountered in the whole world. As the earliest country for modern NPOs’development, the United States has a history as long as its NPOs’. The United Statesowns deep-rooted mind of forming associations and widespread spirit of voluntaryservice, and honored its profound tradition of charity and enormous donationresources. By contrast, NPOs’ development in China started late and the developmentis not mature. Despite a rapid increase of NPOs’ scale in China in recent years, thereis still a noticeable gap compared with the United States in many aspects.The article is aiming at making use of environment dimension that belonging to theCivil Society Index (CSI) tool as the research framework. It is going to makecomparative research on NPOs between China and the United States on theenvironment indexes of politics, social economy and culture, law and relationbetween private department and civil society. And through objective comparativeanalysis, we would easily make clear understanding what are the advantages andshortcomings during China’s NPOs’ development. In the end, we would think deeplyabout the development situation of China’s NPOs combined with our nationalconditions and American experience, and try to improve the environment factors ofChina’s NPOs as well as put forward possible ways of developing.
