"Rotterdam Rules" for international cargo transport growing had a great impact, China has involved in the drafting of the rules, but for various reasons, China has not joined the Convention yet. However, with the improvement and development of international cargo transport system of international law, China needs to carefully consider the international situation whether to join or not.Signing the "Rotterdam Rules" is the need for the development of international trade, the original conventions no longer meet the development of international transport of goods."Rotterdam Rules" purposed to replace the three original conventions, to achieve the unified sea freight. Compared to the original conventions, the "Rotterdam Rules" in the balance of interests, adaptation to the development, harmonization of laws and other aspects have their special advanced.. According to various international maritime countries and international organizations on the "Rotterdam Rules" attitude and perspective to analyze the need for China to join. With the development of international trade and China’s shipping industry, and the need for China’s shipping status and legal development, China has to consider carefully for joining the "Rotterdam Rules". Combined the inadequate of "Rotterdam Rules" with law technical, parties interests, China’s habits and national interests analyze the feasibility of joining the "Rotterdam Rules".In my own proposals, China should base on action of trading partners and China’s economic situations to consider joining the convention when conditions are ripe.
