In the year of1960, the government of China launched a movement called Urban people’s communes,which is a new political renewal of cities.By doing this,The government tried to organized all the people without work especially the housewives,into national control.As an important part of the Chinese Great Leap Forward, Chinese government built a lot of infrastructure in order to organize the citizen.However,for the reason of a great lack of food supply,the citizen who were under control change their attitude from activity to negativity.It is the rational resistance that made the government into a dilemma.The self-interest activity of citizen aggravate the cost of this renewal which the government will pay. And made it unsustainable.When the Great Leap Forward come to an end, the Urban people’s communes fade away immediately.This paper was trying to reappear the interaction between the government and society in the movement.Besides that,it helps to connect the renewal in1950’s.This new kind of urban renewal happened in1960’s failed for the inextricability contradiction between control and shortage. In the progress, both the government and society show a strong sense of economic reason. The dissymmetric between cost and profit is the main reason that lead to the failure of renewal.
