At the beginning in century, the economic globalization becomes more andmore dominant. It makes countries able to participate in the internationalcompetition directly via region and city; consequently, cities perfect andimprove their comprehensive service functions one after another, adjust thedevelopment strategy, strengthen the city competitiveness. Under thebackground of this era, china have been developing rapidly and continuously inrecent years: the overall national strength was enhanced notably, the urbanconstruction achievements make the world shocked, various kinds of largeproject construction upsurge have appeared, for instance, craze for CBD,Convention and Exhibition Center, the Scien-tech garden, the airport, etc.These projects, with enormous investment and long period of construction,would contribute to renewing old districts of cities greatly, pull economicdevelopment strongly and cause great strategic significance. While bringingthe urban construction prosperous, they challenge the fundamental state policyof sustainable development seriously. Although this phenomenon has becomepopular in our country, lack of acknowledgment about it, in addition toshortage of city management on it, makes the city government cofused andhard to control of it. Some unnecessary faults have appeared accordingly. Thedomestic academic concern about it at present stays in a certain respect, forinstance, research on CBD, frontwater district, developing zone, etc., and wasrelatively confined to the aspect of designing. The research has no regard of itas a kind of phenomenon,without researching on it as synthesis. The author,considering "large project" as generality of these projects, studies its impactson the urban renewal, city development, and launchs analysis on the aspect oftheory and thought. This thesis defines large-project-promoting urban reneal (LPPUR) as: citygovernments utilize inside or outside opportunities they can; choose these ? II ?influential and extensive construction projects as accelerants; promote urbanrenwal via large projects; obtain new opportunities for development; realizeoverall and deep economic development and social progress of the city. Thefoundation of the study is era background, the development course of urbanrenewal, Chinese and foreign instances, relevant theories. The study wasdivided into two parts: basic principle and operation. As to the former, theauthor probes the attributes of LPPUR, including the definition, the rule offorming and developing, the characteristic and the reasons, etc. at first; Then,two concepts, city competitiveness and urban management, was introduced; Byresearching the interreaction between thses two concepts and LPPUR, thethesis puts forward scientific renewal view: LPPUR is a kind oflarge-project-oriented urban management, aiming at improving the citycompetitiveness. As to the latter, the author pays close attention to keyproblems under LPPUR construction, such as developing mode, financing,planning and marketting, etc.; and launchs research on the concret aspect ofoperating. Finally, on the basis of the above research, some implementationsuggestion was proposed as guidance for the city government.
