Western welfare states strode forward the new liberalism reform road after post-industrial society in the1970s. The booming social organizations are taking over the functions in some areas that belong to countries and market. Nowadays, social organizations have penetrated into all fields in western countries, being the pillar of social governance. Social organizations need go on capacity building to adapt to the social requirement so as to exert their functions better. Providing public service、managing society are regarded as the main functions for social organizations. As the representative of the western scholars, Lester Salamon, focus on how to build organizations’ capacity when they’re studying organizations’ functions. Through improving organization’s capacity to manage society better is a thorny issue. Since reform and opening up,the leading factor of social governance is shifting from government to government-market-society comprehensive treatment. Forever, social organizations show itself weakness during the steady development of economic,politic, culture, society and ecology, falling behind the forward pace of times. Consequently, nurturing and building social organizations capacity, exerting social governance function, is the mission of the times entrusted to us.This article takes social organizations development and capacity building as the starting point, basing on the status of social organizations to educe the importance of social organizations’ capacity cultivation. It quickly follows it with the connotation of social organizations and social organizations’ capacity, elaborating the importance of social organizations’ capacity cultivation, putting forward the theoretical basis for social organizations’ capacity cultivation. Specifically speaking, the booming of new public service theory and polycentric governance theory provide the necessary for social organizations capacity cultivation. Meanwhile, government failure and market failure provide the possibility for social organization capacity. Then article analyses the development tendency of our country social organizations. The paper points out the weaknesses in social organizations cultivation from government, marketing and social organizations. Basis on this evidence drawing lessons from social organizations capacity cultivation abroad provide precedents for inner social organizations. In the end, essay illuminates the three major factors how to promote social organization’s capacity cultivation. Government should transfer functions, improving various regulations and law system, strengthening supervision to social organizations. Social organizations should improve management capacity, improving organizational system, improving professional competencies and try to transform itself into enterprise.
