A Study On The Reform Of Park Management System In Kunming

Development Zone as China’s rapid economic growth has played an important role in promoting. After years of sustained development, the Development Zone also features from the initial investment, land development and other functions changes to promote the urbanization process, balanced regional coordinated development of important ways. With the rapid economic growth of the Development Zone, the f constrained space becomes a common problem faced all over the Development Zone. In order to effectively break through the bottleneck of limited space, co-ordinate urban and rural development, Kunming carried out in some areas to explore the Development Zone Jurisdictional Management to the township (street) and the work of the entity implementing of he Development Zone, after years of exploration and practice, and achieved good effects.Meanwhile, Kunming Development Zone after the implementation of administrative custody, due to the increasingly wide jurisdiction of the Development Zone, the area’s increasing population, the Development Zone is no longer a single economic functional areas, but added a lot of social affairs management functions, virtually the park became a "quasi-government." However, due to the provisions of existing laws and administrative division adjustment limit, the Development Zone do not have legal status and level of government powers, powers that are not explicitly exposed MC, institutional settings unreasonable in management, organizational systems imperfect, the legal status of the disputed, public service is not in place and other issues.In this paper, the use of new public management theory, governess theory, organizational flattening and other related theory, Kunming Development Zone management system in general issues as the research object, by drawing on the experience of Tianjin Binhai New Area and other provinces and outside the Development Zone management system from the Development Zone functional integration and system innovation, organizational top-level design, the dominant position of the executive management committee were analyzed and studied, and propose innovation system and functional integration, reconstruction of scientific and rational system of organization, multi-level legislation clarify the legal status of the Development Zone management committee and innovative staffing management and other related policy recommendations.
