Research On Performance Evaluation Index System Of Legal Aid Organization Based On Balanced Scorecard

As the performance evaluation gets applied in the public sectors, it has brought profound effects as to strengthening organization’s management and delivering performance improvements. As set out in "The Decision on Major Issues Concerning Comprehensively Deepening Reforms" at the close of the Third Plenary Session of the18th CPC Central Committee, the government must effectively build itself into a service-type government that bases its functions on the law and improve the judicial system of human rights and legal aid system, which place more requirements for the legal aid sector. In china, the legal aid organizations set up by the government are the public organs that offer legal aid services. However, there has been a lack of research in theory on the performance evaluation of the legal aid organizations.This paper aims to study and design the index system of performance evaluation for legal aid organizations by applying the tool of balanced scorecard. Firstly, there is a general description of relevant definitions such as performance evaluation for public sectors, balanced scorecard, legal aid and etc; secondly, study is carried out on the feasibility and applicability of adopting balanced scorecard in the performance evaluation for legal aid organizations by reviewing the practice of balanced scorecard in enterprises and other public sectors; thirdly, setting up a theoretic index system based on the theory of balanced scorecard and the practice in enterprises and other public sectors; lastly, case study on index system of performance evaluation for legal aid organizations in a certain city by ways of expert interview, questionnaire and etc., as to build up a solid index system of performance evaluation for legal aid organizations.
