The performance management of the government entered a brand-new era in the 1980 s,and the performance management has become an essential part of the national administrative reform.In the 1990 s,government performance management gradually shifted to focus on government effectiveness and people's satisfaction,and government service quality was raised to a significant position.Many countries regard performance management as the "general hand" to push forward the government's reform.In the face of the new requirements of continuing reform and opening-up and socialist modernization,functions of the Chinese government are changing from the "task management" type to the "public service" type.Performance appraisal,as a crucial part of performance management,is becoming a necessary means for the government to promote performance management,functional transformation,and to improve government effectiveness.The Public Security Bureau,like other government departments,regards the interests of the people and society as the value orientation of its work.In order to meet the requirements of the time and meet the needs of people and the society to the maximum extent,it is necessary to implement performance management for the Public Security Bureau,taking the performance appraisal as a breakthrough point.Consequently,the scientific management of the actual performance of the Public Security Bureau will be realized,and the work efficiency of the public security will be enhanced.This paper takes the Special Police detachment as the research object,using the performance management and the balanced scorecard as the theoretical analysis tool,together with the standard research method,the questionnaire survey method to study the performance appraisal index system of the Special Police detachment.Problems that existed in the present performance evaluation system of Special Police detachment are revealed,such as unclear positioning of organization strategy,lack of external evaluation index,disordered and incomplete evaluation system.The causes of the problems are analyzed as well;like the impractical assessment subject and the uncomprehensive assessment attention.A set of performance assessment index system for Special Police detachment is constructed based on the evaluation of balanced scorecard.It includes four aspects: cost control,function roles,internal management efficiency and the development of staff.Meantime,conditions to guarantee and realize this system are brought forward in the hope to make the performance evaluation of special police detachment in a scientific way.
