In recent years, with the administrative service of development, China set up a large number of public facilities in order to meet people’s needs. However, the case Caused by Public Facilities attendant also frequently occurs. On the status quo of China Caused by Public Facilities situation analysis and study learn from countries around the world with the relevant provisions of this region, advocates Caused by Public Facilities administrative infringement, executive compensation should be included in the scope of this paper. This paper is divided into five parts.The first part is the damage caused by the public utilities in our country into the general overview of the administrative compensation responsibility, mainly discusses the concept of public utilities, and analyzes the similarities and differences of the public utilities and similar concepts. After defining the public nature of administrative infringement damage caused by the public facilities, and then expounds the damage caused by the public facilities into the historical development of administrative compensation responsibility process.The second part focuses Caused by Public Facilities included in our executive compensation necessity and feasibility.
