Social relief, refer to the activities lead by government to help the vulnerable groups. In ancient China, the social assistant activities is negative, they only focused on giving food and clothes. It not only encourage the idleness but also get the country a heavy financial burden. After the missionary Introduced the modern social relief, the Chinese intellectuals began to instill positive relief strategy into social assistance, making an radical changes in Chinese traditional charity.Modern China suffered a lot from the disasters, after the establishment of the National government, the livelihood of the people began to be more concerned about. The government issued a number of decrees to rectify the philanthropy, and established official poorhouses all over the country. As the capital of the National government, Nanjing,the poorhouse has its special representative and particularity, after the establishment in1929,they began to help the elders, infants, orphans, women, and vagrants. They tried to improve the conditions all the time constructed the new site, saved thousands of lives, and set up a variety of technological classes to teach the people skills, so they can make a living on their own after leaving the poorhouse.1930s, China suffered heavy losses in the world economic crisis. With the rural economy bankrupt, urban economy depressed, the government failed to support the institute well, the institute can not afford any more, the streets filled with beggars again.In a word, the little positive changes is far from meeting the needs of solving the economic depression in rural, urban employment difficulties and other issues. To rescue the vulnerable people completely, it is necessary to improve the irrational system thoroughly, promote the productive forces.
