A Study On The Problems And Countermeasures In The Exercise Of Economic Management Autonomy In Ethnic Regional Autonomy

China is a united multi-ethnic country, the policy of regional autonomy of ethnic minorities is a basic policy that china conducts to deal with regional problems. Since China conducted the policy of regional autonomy of ethnic minorities, political autonomy and cultural autonomy from central government has been fully fulfilled. Not only has the policy guaranteed the independent right of different regions, but also has the policy booted the development of different regional areas.However, with the roaring effect of market-oriented economy, regional areas have to be clearly informed that in terms of the development of the area itself in all aspects, political autonomy and cultural autonomy from central government is not enough at all. Developing economy is the key thing to do. Economical management is the most important step as well as the main duty of the authorities to protect economical environment and economical disciplines of an area, and Areas that conducted regional autonomy of ethnic minorities’ policy. Hence economical autonomy under central government is leaded to be a special privilege for each regional areas. In general economical autonomy is made of economical development autonomy, trade management autonomy, tax autonomy and capital management autonomy; these aspects play a key role in developing regional areas and keeping the stability of China.Although all the regional areas are notified about this special privilege, practically speaking, economical autonomy policy hasn’t been conducted fully and reasonably in each regional area. The problems exist in practicing this policy has been stopping the development of each regional area. In order to fully fulfill regional autonomy of ethnic minorities policy, researches on economical autonomy and solving the problems that happens when practicing the policy has become necessary. Therefore, the objective of this article is to make some constructional suggestions due to this problem.Ningxia is one of five regional autonomy areas in China and it is the only provincial leveled Muslim autonomous religion. Since China conducted the reform and opening-up policy, especially during15years of west development, Ningxia has dramatically developed under the central government; however, the economical gap is obvious still comparing with east areas. Ningxia has stuck in a dilemma that all the other regional areas are facing to, therefore this article take Ningxia as a study object to demonstrate the situation.This article takes regional autonomy policy, regional autonomy right, and economical autonomy right as its theoretical tools. Take Ningxia Muslim autonomous regional as a case study object. Analyzing the theories first, and then combining the current situation of Ningxia Muslim autonomous religion to find out the practical problems that all the regional areas are facing to, in the end reaching to the constructional suggestions which hopefully can draw attention of the professional researchers and related authorities to take a deep look at the problems.
