Research On E - Government And Administrative Standardization

Modern government as the largest information resource owners in the community has developed e-government in various administrative areas in order to achieve the innovation of the work, the efficiency and standardization of administration. This paper introduces a specific case reference regarding the Shanghai public security department online handling the case, studying the relationship between e-government and administrative standardization. The definition of e-government and administrative norms, as well as the specific association with the public security law enforcement are discussed in this paper. In addition, several different academic perspectives regarding the relationship between IT innovation and government administrative norms are also elaborated here. Through extensive literature study, using a comparative analysis and the independent variables as well as strain variables analysis on specific cases, their limitations and one-sidedness are existed due to lack of empirical research for various arguments. The study found that the government administrative norms in the electronic environment will be affected by a variety of factors. Among them, IT factors need to be designed based on certain legal baseline so that it can generate a direct and indirect influence on standardized law enforcement. Case Study not only illustrates the implementation of e-government standardization has a positive effect on public security law enforcement, but also objectively demonstrated the point that multi-factors has an influence on online handling cases under the network. Based on the theoretical and empirical analysis, a suggestion is proposed to promote IT, improve law regulations continuously, constantly optimize the use of information technology talents, strengthen ethics education to law enforcement body and establish a sound management system. Finally, research value of the theoretical perspectives will be used effectively in daily operation.
