The Empirical Research On The Impact Of Social Norms On Community Public Security Feeling

With the constant change and transformation of the social, community public safetyproblem has become a key factor constraining the community development and the socialdevelopment.The optimization structure of social norms can enhance the "soft power "of thecommunity public security management.Therefore, grasp the social norms, a role can not beignored to improve the management level of community public security.However, how tooptimize the structure of social norms in order to promote the community public securityfeeling construction has become an important issue.This article do further study on the issuewhich based a comprehensive grasp on the basic theory and previous research.In order to havea further advance in the study of the theory of social norms and community public securityfeeling. Then have a optimization of the social norm structure in practice in order to promotethe level of management of community public safety. The specific purpose of the study are asfollows:(1)To make empirical analysis to the social norms influence on the public safetycommunity;(2) To investigate the relationship between the various dimensions of socialnorms and community public security,such as moral norms, contractual norms, administrativenorms;(3)To study the difference influence of individual characteristics on the communitypublic safety;(4) According to the results of the study, we can learn inspirations how tooptimize the structure of social norms to improve the management level of community publicsecurity.In this paper, based on the social norms significant influence on community publicsafety,Through the related theoretical study on social norms and community publicsecurity,And based on the Elinor Ostrom on the dimension division of social norms,construct the research model and put forward the hypothesis, analyzed and verified by usingthe method of combining theory and empirical, qualitative and quantitative analysis of thisproblem,Through a questionnaire survey of S community residents and collect valid data,using SPSS16.0statistical software do descriptive analysis, reliability test, validity test, singlefactor analysis of variance, correlation analysis, stepwise regression analysis and multipleregression, the results are as follows:(1) Social norms have positive effects on the communitypublic safety;(2) Moral norms has a positive impact on public safety community,in which, Self-discipline morality norms has a positive impact on the public safety community andheteronymous morality norms has a positive impact on the public safetycommunity;(3)Contractual norms have positive effects on the community public safety;(4)Administrative norms have positive effects on the community public safety;(5)Educationlevel and income level have significant influence on the public safetycommunity;(6)Administrative norms occupied an important position in all dimensions,contractual norms have the lowest degree impact level on community public safety.From the above results we can draw the following conclusions:(1) The degree ofinfluence of different social norms level on public security community are also different;(2)The influence degree of different dimensions of social norms have on the community publicsafety is different. The impact from high to low order: administrative norms, moral norms,self-discipline morality norms and heteronymous morality norms, contractual norms;(3)In thedemographic variables, the influence of different culture level and living time on communitypublic safety is different.Based on the above analysis, this paper obtains the beneficial enlightenment from theview of how to optimize social norms structure to enhance the management level ofcommunity public security:(1)Play a social norm positive impact function on communitypublic safety;(2)Pay attention to the effects of different aspects of social norms oncommunity public safety: first, pay attention to actively guide of the moral norms; second,pay attention to cultivation of community relations contract; third, pay more attention to thedevelopment of administrative norms, improve the administrative rules and regulations,provide institutional guarantee for the management of the community public safety;(3)Topromote the overall cultural quality and community attachment of the community residents.
