Research On The Current Situation, Problems And Countermeasures Of Public Policy Participation In China 's Trade Association

With the further deepening of China’s market economy and government reform, government functions to further shift the macro level by micro, meso-level, industry associations also with economic and social transformation has been further developed, as communication between government and business, government and society bridges, bonds and intermediaries, industry associations in the field of public policy the government is playing an increasingly important role. Therefore, industry associations to participate in public policy is good or bad will directly affect the effectiveness of public policy, this paper on China’s trade association to participate in public policy background to analyze the characteristics of the status quo, found that the current plight of China’s trade associations involved in public policy exists and summarize the reasons for the existence of difficulties, and then from the government, industry associations, and social dimensions of the system put forward three industry associations to improve our participation in public policy strategies accordingly, in order to better participate in the promotion of China’s trade association of public policy has played a positive role.Industry Association as a special interest group, industry associations have their own unique strengths and capabilities, and its participation in public policy major corporations theory and governance theory as the theoretical support, while industry associations to participate in public policy is not only based on their subjective aspirations but also our social and economic system reform and transformation of government functions objective needs of social management innovation. Mainly through direct participation in industry associations, and industry self-regulation indirectly involved in these three ways to participate in the public policy process. In this study, literature research, case studies, analysis methods, the role of industry associations in our country to participate in the public policy process, although playing an increasingly prominent, but there are all kinds of problems and difficulties, For the reason, this study suggests that the reason is mainly from government, industry associations, and social aspects. First, the government there is insufficient understanding of the role of trade associations, industry associations and other policy support is not enough participation; secondly, industry associations themselves positioning, development requirements management policy suited to their own lack of ability to participate and also adversely affect the industry associations to participate in public policy; again, the community has not yet formed a good industry associations involved in the monitoring and evaluation of public policy platform. Therefore, this study suggests that concerted efforts should proceed separately from the government, industry associations themselves and society in three dimensions so that the industry associations involved in higher levels of public policy, the better. First, the government must change its functions in full on the basis of industry associations to provide for participation in public policy support system, resources and other aspects; secondly, industry associations also must focus on improving their ability to participate, optimize its organizational structure, focusing on engagement strategy; again, the community needs to continue to improve monitoring and evaluation mechanism for industry associations to participate in public policy.
