Since 1980s, a new situation that greatly changed the entire world appeared in the global social, political and economic life. Namely, the non-governmental organization quickly developed and widely participated in all fields of the human society as a social construction body besides the nation and enterprises. It played an important role in the aspects of promoting the economic development and the social civilization progress. The non-governmental organization was the loyal defensor of nation's democratic and social values. Its blooming development showed the energy of one social citizen and represented the diversification and openness of society. It was significant that the non-governmental organization participated in the policy process to counterbalance the diversified social benefits, promote the government's democratic and scientific decision and realize the nation's system modernization, and further improve the nation's "soft strength" .On the basis of the policy that Haishu Government (Ningbo, Zhejiang) brought the eldercare service from the non-governmental organization—Xingguang Old Folk Association, this paper tries to analyze the role and its operation mode of Chinese non-governmental organizations in the policy participation; points out the actual problems that Chinese non-governmental organizations are facing now in the policy participation base on this point, including incomplete law system, insufficient operation fund, no professionals and poor supervision, and further analyze the detailed reasons that result in these problems. This paper finally comes up with the corresponding countermeasures from the aspects of laws, regulations and non-governmental organization's self-construction to resolve the possible "dual-failure" of the government and market, improve the government's decision-making capability, and promote the democratization and scientification of our pubic management.
