Research On The Current Situation, Problems And Countermeasures Of Comprehensive Administrative Law Enforcement In Urban Management

Urban administrative law enforcement is playing an important role in deepening administrative restructuring, improving city appearance and environment, maintaining people’s daily life order and enhancing the development of administration by law and a law-based government. However, some problems have emerged as urban administrative law enforcement develops, such as ambiguous legal power and responsibility due to unbalanced system, law enforcement violence and violent resistance of law enforcement caused by ineffective mechanism, and unfavorable law enforcement environment, etc. Solving such problems for better urban administration, not only matters city management but also make great sense in improving people’s living standard and constructing a socialist constitutional country. Taking urban administrative law enforcement in Yanta district of Xi’an municipality as a case study, this article introduces the current situation of urban administrative law enforcement, analyzes the problems and corresponding causes in its system, mechanism and environment. Based on the above analysis, with a view to offer some help for the overall development of urban administrative law enforcement, the article provides solutions and suggestions regarding adjusting its system, balancing its mechanism and improving its environment.The first chapter introduces the background, objective, importance, main contents and methods of the research paper, and summarizes relevant references both at home and abroad. The second chapter defines concepts of urban administration and comprehensive law enforcement, presents and analyzes relevant theories. The third chapter takes urban administrative law enforcement in Yanta district of Xi’ an municipality as a case study, makes detailed analysis and exploration on the current situation, emerged problems and their causes in terms of system, mechanism and environment of law enforcement, which lays foundation for the improvement of overall urban administrative law enforcement systems. The fourth chapter introduces urban management experiences of developed countries for reference. The fifth chapter proposes suggestions from aspects of its system, mechanism and environment, studies specific solutions to the betterment of urban administrative law enforcement, which provides references for the sound development of law enforcement.
