How To Come Out Of The Difficulties In City Administration And Law Enforcement

In "PRC Administrative Punishment Law" provisions beginning to be implemented in1996, the State Council or the provinces, autonomous regions, municipalities empowered directly by the central government began to gain the power to unify, adjust and re-allocate administrative punishment powers, as well as change main law enforcement bodies and power allocation according to actual needs. These provisions established, in the form of law,"the system of relatively centralized administrative punishment". Increasingly, the localities have launched pilot work of centralizing power of administrative punishment. It began to establish the institution of City Administration and Law Enforcement. This institution has initially solved many problems in city management, such as repeated punishments and harassment to residents in law enforcement. It plays an important role in the city management. But in recent years, a series of new problems arise, such as violent actions in law enforcement and city administration. These problems bring about a series of events against such law enforcement, leading to increasingly worse image of the city management and administrative law enforcement. City administration and law enforcement fall into a difficult situation.By integrating policy implementation process model and policy implementation model and combined with the actual law enforcement of city management and administration, this paper establishes a specific model to analyze troubles in city administration and law enforcement. It emphasizes the necessity of city administration and law enforcement, and looks for causes leading to the difficulties in city administration and law enforcement. By using the specific trouble analysis model, the analysis focuses on five aspects:policy issues, the nature and types of target groups, the main law enforcement body, law enforcement supervision and its environment. It finds the causes to the difficulties of city administration and law enforcement. Finally, it puts forward some proposals to improve law enforcement, such as enhancing the target group compliance, optimizing subject of law enforcement, improving law enforcement environment, strengthening law enforcement supervision.
