Petition system is the important content of social management in ourcountry,it’s the right to a special relief, can effectively deal with and resolve thedispute, improve the relationship between the cadres and the masses,implement and maintain the rights and interests, play a political participation,the right relief, the function of resolving disputes.The party central committeeunder the state council attaches great importance to the complaint, the party18report proposed "correctly handle contradictions among the people,establishand improve the maintenance of the party and government leading mechanismof rights and interests, improve Petition system, improve the people’s mediation,administrative mediation, the working system of judicial mediation linkage.Unblocked and standardize mass appeal, interest coordination, rights andinterests guarantee. But the current inquiry work still exist various problems inour country, the reasonable demands can’t be settled timely and effective of themasses, thus appear "the petition peak", leading to the repeated publiccomplaints.The problem is the handling of complaint reporting management of hot anddifficult problems in current China, repeated public complaints are facingdifficulties, improper handling will become a factors affecting social stability.Repeated public complaints to the complainant or the correspondence andreception department of manpower and material resources consumption ishuge, for the same problem repeated complaint reporting not only increased theworkload and processing cost, at the same time the department image damage,form some negative influence on society. The author through the questionnairesurvey and theoretical analysis method of combining the, on the formation anddevelopment of a complaint reporting system at home and abroad, the presentsituation analysis, comparison, letters and visits system in China is put forwardand the problems existing in the practice of the handling of complaint reporting,especially heavy letter why revisit phenomenon inevitably.As the national leading area, Xuhui district in response to repeated publiccomplaints made many attempts to revisit issues,but, in recent years, inShanghai xuhui district complaint reporting work practice or first letters andresolve difficult at a time, first letters into repeated public complaints revisitprobability, repeated public complaints revisit rising trend.
