China has gone through several decades of reform and opening up.With it,the residents' living standards and right-protection awareness have been continuously improved,but the contradiction between the level of urban management and construction and economic development has gradually emerged.The popular opinion occupies a place in current government affairs,and solving residents' complaints has become one of the considerable functions of the government.The complaints cover all aspects.The main issues discussed in this paper are as follow: environmental sanitation,illegal construction and roadside stall business.It conducts case analysis on residents' complaints dealt by A street office.First of all,it starts from the current and basic situation of A street's complaint handling works,divides them into four categories according to the complaint content,analyzes the different categories of complaint cases,elaborates the advanced experience and methods summarized in the process of problem solving,so as to play a positive role in optimizing complaints handling works.Subsequently,through the analysis of complaint cases,the paper sorts out some issues exposed in the process of handling residents' complaints,and emphatically analyzes the reasons for the formation of these issues from various aspects,including the vertical analysis of "complaint-coordinated processing" process and the horizontal analysis of "grass-roots law enforcement-upper-level law enforcement".Furthermore,a load of issues,such as the institutional dysfunction,some hostility complaints of complainants,the unclear division of powers and responsibilities,the weak service awareness of service staff and the incomplete reform of the law enforcement system,have caused a surge in the number of complaints,increased difficulty in dealing with them and extended processing cycles.Ultimately,based on the status quo of complaint processing in A street,the paper uses the advanced experiences and practices of other countries and regions for reference,puts forward several countermeasures to improve the complaint handling: improve related systems and reform law enforcement system,which is not only necessary to rely on the advanced system protection,but also need more efficient action to ensure that the advanced system will not become a dead letter.Enhance the overall quality of government staff and strengthen the hardware and software facilities,which are the basic prerequisites for improving the level of complaint handling.At the same time,it is necessary to give full play to the effectiveness of the linkage mechanism and form a mechanism for the dispute resolution involving multiple participation.The full communication and consultation based on advanced information technology make the government gradually meet the needs of residents and guide residents express their demands through the correct ways and means.
