The localization of specific crimes is a phenomenon that is fairly prominent incrime activities in local areas in recent years, and even a map describing“hometowns of crimes”has appeared on internet, a map that shows the fact of somecrimes concentrating in certain areas, and the criminals there would commit the samecrimes or certain types of crimes, sparking discussion on whether “localization ofspecific crimes” really exists and what results may be caused by “dirty fame”if weadmit its existence. The author hereby, after comparison and analysis made in theprocess of integration of accepted cases collected from Dongyang People’sProcuratorate, and crime locations, comes to conclude that it really exists and it canserve as a reference to judge where the criminals come from in some particularcrimes, however, we should take it as a phenomenon, not academic definition. Itsessential nature is the fierce impact of peasant workers—the majority of floatingpopulation–and urban civilization in cities due to rural-urban divide, culturalconflict, and system deficiencies, etc., and the intensified contradictions result in thesurge of crimes.This paper focuses on the analysis of crimes committing by peasant workers inaspects of system, economic, and culture, and aiming at reasons for this, this paperprovides suggestions for the solution of such problems, i.e., some countermeasureson how to tackle peasant worker crimes.This paper has three chapters:In first chapter, analysis of the existence of localization of specific crimes isgiven in combination with case data collected from Dongyang People’s Procuratorateand the paper suggests that the localization of specific crimes should be taken as aphenomenon, the essential nature of which is peasant worker problems.In the second chapter, this paper analyzes the reasons for localization of specificcrimes from three aspects: system, economic, and culture. Due to system deficiencies—mainly those in household registration and educational systems, andso on—and psychological unbalance caused by rich-poor gap, peasant worker crimesnow emerge, and meanwhile this paper uses culture conflict theories to explain thephenomenon. This chapter is the key chapter in this paper.In the third chapter, this paper puts forward solutions for localization of specificcrimes starting from reasons listed in the previous chapter from aspects of systemimprovements, economic development, and culture construction, together with thecombination of strengths of the government, society, and enterprises for theircollaboration in solving peasant worker crimes...
