| The Web resource share attracts more and more attention, web service technology provide the new method for web resource share. However, in any research area, there is specific standard to regulate the communication of find and query some resources, so it is necessary for resource share to provide a uniform accessing specification. In the GIS field of study, OGC(Open Geospatial Consortium) standard has been recognition by many countries. Based on the above two points, the authors studies the Spatial Statistical PSE based on the web service technology and the OGC WPS specification , and then build the PSE-SDBI(Problem Solving Environment for Spatial Distribution Broadcasting Industry, PSE-SDBI). This paper , author build the Spatial Statistical PSE base on OGC WPS Specification ,Web service and Portal the postulate of Portal, the three technologies make the Spatial Statistical PSE not only integrate the spatial statistics but also possess the function of share and expanded. This paper makes use the GIS demonstrate function to display the statistical result, so the Spatial Statistical PSE can be regarded as the complementary for GIS software in statistics.PSE-SDBI aims at analyzing the spatial distribution of broadcasting industry, and take the 2001-2008 years broadcasting industry, revenue as example to take on Moran'I and LISA analysis, and take the analysis result as the scientific basis to make the correct strategy for the decision-maker. The main research content of the paper summed up the following three points:1. According to the logic interfaces'realization to manage the spatial statistical models in the PSE.2. Package the services request, services description request and service execute request based on the OGC WPS specification, which make the spatial statistics modes be fully shared in the GIS;3.
