With the development of digital radio & television, demand growth of the audience, increase of broadcasting channels and recorded programs, assets are reused more frequently. Besides, as the time goes by, a plenty of precious historical information and audios/videos are urgently to be repaired and protected. In the traditional media asset management way, searching for a video may need several hours or even several days; this will block the development of radio and television industry. Therefore, the digital radio and television media asset management implementation is urgent.This paper is mainly on the design and realization of the media property management system. The media property management system (for example regards audio material, text documents, graph to each kind of media and the content and so on) refers to the overall solution of the management. It satisfies the need of preservation, searching, editing and issuing each kind of information. In order to save and use the media property more efficiantly, it also provides a simple way to visit the content for the media property system user.The research in this paper includes video compression technology system, network data transmission technology, database technology arid computer programming related technology. This system is built in phases, phase 1, which is main structure of medium resource system, will realize uploading and storage for about 5000-hour programs permanent storage and reuse of precious historical programs, and increasing workstations and storage equipment according to the need to gradually perfecting the connection among medium resource system, broadcasting, non-linear editing and the website system. The entire system, which is based on SOA architecture design, with the FC SAN network architecture, the high reliability and high efficiency of FC channel in large packet transmission, realize the functions of high resolution data exchange between each card online storage site and online storage unit and satisfy the high demand network bandwidth for uploading and downloading request from workstations. Ethernet is used for system management, cataloguing and access of retrieval workstation, while the cataloguing and retrieval workstation will be able to visit and browse low resolution stream data through Ethernet to realize the cataloguing and retrieving of data and materials.
