With the vigorous development of digital television technology, network convergence which is composed by internet, telecommunication network and digital television network has become the inevitable trend of development in modern information technology. However, because three major networks have a different generation and development period, they use different technical solutions and standards. Therefore, solving the technical issues arising from network integration has become the important task for promoting the development of network convergence.As an internet and digital television network convergence product, IP multiplexer was able to multiplex the real-time audio and video IP streaming. Thus it has greatly expanded the traditional multiplexer's functions and applications.However, because of the technical problems brought by network convergence, the traditional processing algorithm is not applicable. So this paper combines the characteristics of IP data streaming, and presents a new algorithm in research of DVB Over IP multiplexer and the reliability of data transmission.In aspects of controling streaming intertexture, traditional algorithms can not multiplex the IP input streaming evenly.Therefore, in order to avoid the characteristics of input streaming, an algorithm which is proposed in this paper has adopted two cache and positive rate adjustment for each input channel, then achieved the statistical multiplexing for DVB streaming;In aspects of the MPEG-2 scheduling, the traditional algorithms adjusted timing relationship based on the original stream of PCR, and only dealt with the PCR on the MPEG-2 scheduling. Therefore the traditional algorithms existed in some limitations, when it dealt with IP-based DVB multiplexer in timing relationship. So this paper presented an algorithm that it does not depend on the scheduling of the original streaming, and makes the output transport stream consist with MPEG-2 standard. In the design of reliability transmission, this paper used RSE codes to improve the CoP#3 standard. The improved algorithm can effectively deal with burst packet losses.In the final, various algorithms proposed in this paper were tested by hardware platform and actual situation. The feasibility of these algorithms has been verified.
