GPS vehicle monitoring system made full use of latest achievements of multi-disciplinaries, such as global satellite positioning system, wireless communications, geographic information system etc, closely connected with the application characteristics of the industry, affording integrated vehicle monitoring management platform based GPS location services. It can be widely used in traffic logistics industry, provide a new management technique for urban traffic management, taxi safety preventions, bus service scheduling, public health emergency scheduling, social freight logistics distribution, large-scale enterprise logistics, public information navigation, customs trade Supervision etc, good economic and social benefits had been achieved.Vehicle terminal is an important component of GPS vehicle monitoring system, it real-timely transmission vehicle dynamic location, status, speed and other information to the monitoring center through wireless communication network, monitoring center displays vehicle location, status and other informa-tion with vector electronic map, and remote control vehicles through wireless communication network, in order to achieve real-time monitoring purposes.Firstly, GPS vehicle monitoring system was designed overally, the functional requirements of the entire system and its component systems were introduced, avehicle terminal design scheme were provided. Secondly, the hardware of vehicle terminal was designed and the key modules was choiced, the circuit of the microcontroller, GPS module, GSM module, LCD modules, power parts, RF receiver module, turn off relay module and sensor testing module were designed in detail. And then the whole software of vehicle terminal was designed, the system workflow of vehicle terminal was analyzed, the design of the overall framework of software was given, the program of the system initialization, the owner of authentication, location-enabled implement-tation, the realization of communication, the police intelligence handling, control centers short message receiving and processing, low-power implementation were introduced in detail. Finally, the vehicle terminal physical map was given, and a systematic performance analysis was carried out for the map, the deficiency of the system was pointed out, and the paper put forward improvement measures.Through testing, vehicle terminal runed stably, and all the basic functions can be implemented, it achieved the requirements of the project, and proved that the scheme proposed in this paper is feasible.
