With the progress of times and advancement of society, new technologies in each industry upgrade continuously. Currently, performance evaluation in many enterprises and public institutions of China is still based on paper medium, and such mechanism is unable to adapt to the development of modern personnel management, because it seriously wastes labor force and materials. In the rapidly developing times of computer technology, such kind of traditional management method will be inevitably replaced by information management based on computer application. For most enterprises and public institutions, using computer technology to support enterprises to rapidly finish the daily affairs in personnel management is the necessary condition for adapting to the requirement of modern enterprise system, and promoting the personnel management in enterprises to realize scientificalness and standardization.Performance evaluation is an enterprise in order to achieve production and business purposes, the use of specific standards and targets, to take a scientific approach, borne on the production process and results of operations management at all levels of work to complete the assigned task performance and the resulting effect of making many the process of value judgments. For large software companies, management is a very serious problem. Demand for the company's office automation, combined with customers of the company's performance appraisal methods and the original headquarters of the performance appraisal system, the use of feedback, developed based on J2EE technology, FLEX and performance appraisal system.The system according to the user's functional requirements, the system is divided into performance appraisal management system and project management sub-system of two subsystems, each subsystem contains several modules. One complete system of performance appraisal management subsystem basic maintenance operations, performance evaluation operations, results show operations, project management, basic information to complete the project subsystem maintenance operations and project management operations. According to the software design of low coupling, high cohesion of ideas designed to show the system layer, business logic, database access layer and database layer structure, contribute to the maintenance and expansion of software system. System development using rapid prototyping model, which design and develop software systems quickly prototype, the prototype software to be developed to show users of all or part of the functions and properties, the prototype based on the following in accordance with its complete development process for system software engineering development, according to a needs analysis of each milestone, the outline design and system design, code implementation, unit testing and integration testing, operation and maintenance and other processes.This system MyEclipse6.5 and Flash Builder 4 environment, using FLEX technology and the JAVA programming language, use BlazeDS, Spring, Ibatis combined H2 database development, running on the Windows platform, use Tomcat 6 or later version server, deployed on the open Internet environment. Upon completion of system development, through development and testing personnel in the functional testing and non-functional testing, and within the department a week-long trial run, to prove the performance appraisal management system to achieve full electronic management of the target, can be put into practical use. Finally, it presents an objective evaluation, and propose directions for future improvements.
