Interaction between the public and the government is the government website the most unique features is to create a service-oriented government and an important means of democracy, public participation by more attention. Interactive system through the government Web site can build a fair, open and effective appeal mechanism to guide citizens extensively involved in government affairs and political interaction between people. Especially the "second Five-Year" period, China's government websites will enter a new historical period, the government website building service-oriented interactive system as an important platform for government websites, will access to government online services and network administration new stage of development in politicsThis paper is based on UTAUT model combined with the "user experience", "path dependence", "perceived risk", "perceived cost". Based on the original model, an increase of four factors, proposed twelve assumptions to build up the "government websites interactive system acceptance model." This paper also made the user behavior survey and collected 352 questionnaires. According to this data, we do the demonstration analysis to reveals the validity of the model. We rank all the factors involved in this model base on their effect to user behavior, and the order is:user experience, perceived usefulness, social influence, and perceived ease of use, contributing factors, path dependence, perceived costs and perceived risks. This paper is divided into six parts:part 1 introduced the major concepts, study content and ideas; part 2 reviewed and summed up related theories and literatures; part 3 established the "Government Websites Interactive System Applications Acceptance Model" based on the analysis, and also raised the research hypothesizes; part 4 studied the design and analysis; Part 5 of the questionnaire were true reliability, validity, and hypothesis testing analysis; part 6 made the summary of the full article.Throughout the above six parts of study, we draw the factors on the user interaction system of government websites, and made interactive system for the construction and improvement suggestions what is the purpose of the study.
