With the continuous improvement of meteorological services, meteorological services benefit assessment is becoming more and more important, how to use scientific and rational methods to assess meteorological services benefit is a complex problem for many researchers. The main contents of the paper are as follows:(1)Study domestic and international meteorological services benefit assessment, acquire watershed first-hand meteorogical assessment information. According to the available data, gain the required data of Huai River Basin meteorological services benefit evaluation, including accurately filtering out the Huaihe River Basin assessment acquired data from nationwide online survey data; gainning 1:25 million national standard Huaihe River Basin map data based on the existing map data or non-standard raster map data, and getting the Huaihe River Basin meteorological services benefit assessment data. Finally, on the basis of the above work, then construct the spatial database and attribution database.(2)Study common methods and technical support system of meteorological services benefit assessment, then the common models of meteorological services benefit evaluation, including quantitative and qualitative assessment methods. Based on the reasonable classifications, study appropriate meteorological services benefit assessment methods and techniques, and construct technology support system mainly from the mathematical models, information management and system applications.Focus on assessment models of Huaihe River Basin meteorological services benefit assessment, including shadow price method, cost-saving method, willingness payment method and national investment method of the quantitative meteorological services benefit assessement, and qualitative methods such as AHP, fuzzy hierarchy method and the improved cut density method, and put the corresponding social survey data and statistical data into the corresponding assessment models, and do comprehensive analysis and comparative study of the Huaihe River Basin meteorological services benefit assessment and satisfaction evalution.(3)Develop Huaihe River Basin meteorological services benefit assessment information publishing platform for guiding meteorological services, including making focus adjustment and targeted policy measures for many department in this area. This system takes Huaihe River Basin meteorological services benefit assessment as the key research object, displays the basin water, facilities, culture and other distributions of Huaihe River Basin with vector graphics, and formats the visual interface of the meteorological services benefit assessment. The system is based on GIS technology and database technology, it can manage hydrological information, cultural information, meteorogical information by intergration of management and maintenance, visually complete the functions such as maintenance and management, information inquiry, thematic maps, information publishing and meteorological services benefit assessment, it can not only enhance the meteorological services leval and decision-making capacity, but also provide decision-making services for meteorological and hydrological management and meteorological services benefit assessment.
